Line-of-Sight Newsletter 12 March 2024

During NPMA’s Asset Management Month, we are happy that we expanded our issues on Capitol Hill to include how Public Utility Commissions are not keeping up with federal requirements for reporting their assets which calls into question their funding requests and indicates why many fires are being caused by public utilities. Rich Culbertson, ALN Board of Directors member visited with interested staffers at Senator Casey’s office in DC. Public Utilities will be one of the first industry sectors we address when revising the ALN National Asset Leadership Strategy now that it can be complimented by ISO 55011. People

Deke Smith has been at the center of multiple national issues. As the “Father” of the U.S. National CAD Standard and the National BIM Standard, he understands that difficult issues can be successfully addressed. As a leader of the Total Cost of Ownership movement, he understands that Asset Management is a main path to the U.S. Federal Government fully understanding what it is spending money on. His involvement in revising the NALS with a TCO understanding will be discussed this week on ALN Th@3 pm ET. Register here.

Liabilities are Negative Assets
A GAO report entitled “Federal Real Property: More Consistent Monitoring of Asbestos Could Improve Oversight” points out that more frequent inspections can help address asbestos issues. The report states there is an estimated $2 billion in environmental liabilities, such as asbestos and lead-based paint, on federal properties. The General Service Administration (GSA) is legally responsible for addressing these issues and can benefit from increased inspection rates. The report can be viewed at GAO-24-106324.

Ideas

AI as a Total to Reform Government
The ALN has been advocating the use of Artificial Intelligence to improve Asset Management for owners, including the U.S. Federal Government. A recent Washington Post article points out AI has contributed to a federal approach to complex problem solving. In an article on how General Gustave Perna‘s used AI to solve virus distribution during the pandemic, columnist Josh Tyrangiel argues that similar approaches can be used to address Veterans’ issues, IRS, Organ Donor matching, and much more. We have been trying to say the same about Asset Management, but Mr. Tyrangiel does an excellent job of it. The issue is not just AI or AM, it is how an established institution can learn how to use new approaches to solve seemingly intractable problems. See the article at this
