Reducing the Federal Footprint by Choice

Former GSA Public Building Commissioners Dan Mathews and Norman Dong spoke to Government Matters in response to the Biden Administration announcement that said agencies can reduce the number people who work in offices as society emerges from the pandemic. They encouraged federal agencies to reduce their footprints without being required and suggested reestablishing lease requirements to reflect uncertainty in the market. They provided straight forward leasing and management advice about strategic approaches to facilities asset management at this unique time. Both Mr. Dong and Mr. Mathews have spoken at ALN events.

Ideas

Congress can add SAMP Requirements to Legislation

Consider informing your federal representatives about this 2021 ALN Legislative Position Paper, which suggest requiring the submission of a Strategic Asset Management Plan in order to obtain funding. The Paper cites MAP-21 legislation that required an Asset Management Plan to receive funds. It also provided training funds to assist organizations that needed to learn how to create an Asset Management Plan. While communicating with your representatives, consider asking them to request the GAO study the impact of MAP-21 requiring an Asset Management Plan. There will probably be overwhelming positive findings.
